PENGLIPURAN Village Festival (PVF) which takes place every early December in Penglipuran Village, Bangli, Bali is expected to be a promotional tool to increase foreign tourist arrivals and domestic tourists.
According to Expert Minister of Tourism and Creative, Prof. Dr. I Gde Pitana, M.Sc, said PVF 2019 was an effort to improve the quality of Penglipuran tourism villages and other villages in the region Bangli. The PVF cultural festival was organized by the community together with the Bangli Regency Government and the manager of Penglipuran Tourism Village and has entered its 7th year.
“This is also one of the Bali Recovery programs supported by the Ministry of Tourism and Creative Economy. In the Bali Recovery program, Kemenparekraf besides providing support to the PVF event also at the Kintamani Festival in an effort to improve the quality and image of tourism in Bangli Regency in an effort to increase tourist visits,” he said.
I Gde Pitana said that the holding of the PVF that had taken place on a regular basis was a tangible manifestation of the commitment of the tourist attraction in Penglipuran Village to always preserve Balinese arts and culture and at the same time revive tourism to improve the welfare of the local community.
He explained, the festival must be interpreted as one form of investment to introduce destinations to the international world. However, it should be noted that a festival will be known and become a destination brand if done consistently and with a fixed time.
“Experience shows that a festival must be ascertained place, time, and various agendas a year before H. Weaknesses so far have been lack of promotion and the exact date of the implementation of the festivals that so much we do in Bali and throughout Indonesia,” said I Gde Pitana.
The implementation of a festival, said Pitana, must have a vision that in the end is for the welfare of society. Therefore, a festival full of high creativity values with cultural values must be able to be converted to economic values, namely people’s welfare.
This welfare is not only temporary, but must be sustainable so that the festival can become something of economic value as capital.
“In the end, this capital must be able to move the prosperity of the local community or in other words, a festival must be able to transform from C-1 namely Creativities to C-2 Commercialization or further economic value to C-3 namely Commoditization and C-4 namely Capitalization and culminating to C-5, namely Community Development,” said Pitana.
Penglipuran Village is known as the first example of a tourist village in Indonesia. This village got a Kalpataru award. In 2016 Penglipuran was selected as the 3rd cleanest village in the world according to the international magazine Boombastic and in 2017 was awarded the 2017 ISTA (Indonesia Sustainable Tourism Award) with the best ranking in the category of cultural preservation.
The latest awards, Penglipuran and Pemuteran included in the Green Destinations Foundation Top 100 Sustainable Destinations.
PVF is held at the end of each year coupled with the welcoming of the new year. The series of PVF 2019 activities included an opening featuring the Bali Tempo Traditional Clothing Parade, Barong Ngelawang, and other Cultural Arts Parades, and various competitions.
The implementation of PVF is proven to be able to increase tourist visits to Penglipuran Tourism Village in 2018 by 10,500 tourists. While in 2019 it is targeted to visit 13,500 tourists consisting of 2,700 foreign tourists and 10,800 foreign tourists. [traveltext.id]
