AIRLANGGA: NEW NORMAL ORDER WILL BE IMPLEMENTED GRADUALLY

COORDINATING Minister for the Economy Airlangga Hartarto said the new normal, productive and safe order for COVID-19 in Indonesia would be gradual.

“The government designed a joint program in the context of economic recovery, namely the adjustment to COVID-19 in stages for each phase of economic opening, then in the joint program is preparing a national economic recovery (PEN) in accordance with Government Regulation No. 23 of 2020,” Airlangga said in his office in Jakarta, Wednesday.

Airlangga conveyed this after attending a limited meeting with the theme “Preparation for the Implementation of the New Productive and Safe Normal Order Protocol COVID-19” and “Accelerating the Handling of the COVID-19 Pandemic” led by President Joko Widodo via video conference.

“These stages are very concerned about the dimensions of health, namely disease development, virus surveillance, health service capacity and socioeconomic dimensions, protocols for each sector, region and transportation that are integrated with others,” Airlangga said.

He added, various sectors had prepared new normal order protocols. Among them there are requirements which we call requirements that need to see the development of COVID-19, virus surveillance, health service capacity, business readiness, public response. Then the new protocol is also related to hand hygiene using soap, using masks, applying ‘physical distancing’, self-isolation, temperature checking, and others.

“The government also looks at the readiness of each region whether it can implement a new normal order, for example by referring to the” reproduction rate “figure of Rt and R0. In Java, it is seen in Central Java, Bali, DKI Jakarta and DI Yogyakarta that the trend has been relatively decreasing below 1 in the last 3 months tracking, for Sumatra, such as in Aceh, West Sumatra, Bangka Belitung, Riau Islands, and Riau, the numbers are already below 1 and the trend has declined,” Airlangga noted.

R0 or “reproduction number” is the number of expectations from the second case resulting from a patient who has the ability to transmit the disease when a disease enters a healthy population during an infection. Whereas Rt is the “effective reproduction number” or R0 in one real time so Rt is more dynamic than R0 and R0 is an aggregate of Rt.

For example COVID-19 cases in an area that has R0 = 2, meaning that 1 person affected by COVID-19 has the potential to transmit the virus to 2 other healthy people. With R0 = 2, the number of people affected by COVID-19 after 8 rounds of the answer is that there will be 256 positive people of COVID-19 and after 10 rounds, the number will be 2048 people.

“Regions that can carry out activities in the” new normal “or new normal scheme if the R0 is less than 1. Rt of DKI Jakarta on May 26 is 0.96 while Central Java is 0.92. “Likewise, in several regions in Sulawesi, West Sulawesi, Central Sulawesi, then East Kalimantan, North Kalimantan and West Kalimantan,” Airlangga said.

The Ministry of Health, according to Airlangga, has prepared a number of protocols that regulate in general how to work in the workplace, rules for workers, then coordination of the workplace and local government. Furthermore, industrial sector regulations also already exist, namely activities in industrial estates, between workers, and “social distancing” guidelines.

“Industry is indeed one of the sectors opened since the beginning of the Minister of Health. Then what will also be prepared is the tourism sector which regulates SOPs on hotels, then restaurants with limited capacity. Then the transportation sector has been run, the trade sector is linked to the market. traditionally regarding rules to consumers and operational time because indeed the results of talks from the governors who are vulnerable points are related to traditional markets,” Airlangga concluded.
