THE Institute of Transportation Studies (Instran) assesses that overlapping of a number of regulations issued by the Ministry of Transportation has the potential to hamper synchronization of new or normal normal implementation.
According to Instran Executive Director Deddy Herlambang explained the Minister of Transportation issued Transportation PM No.41 of 2020 Regarding Changes to Transportation PM No. PM 18 of 2020 concerning Transportation Control in the Context of Preventing the Spread of Corona Virus Disease 2019 (COVID-19) was signed by the Minister of Transportation on June 8, 2020.
However, he continued, the matter was formally opposed to the PM PM Transportation No. 25/2020 concerning Transportation Control during the Eid Al-Fitr Homecoming Period in the Context of Preventing the Spread of Corona Virus Disease 2019 (COVID-19) signed by Acting. The Minister of Transportation on April 23, 2020. However, PM No.18/2020 mentioned above has also been revoked.
Deddy explained based on PM 25/2020 in Article 27, it clearly reads “When this Ministerial Regulation comes into force, the provisions regarding transportation control for homecoming activities in 2020 as stipulated in the Minister of Transportation Regulation No. PM 18 of 2020 concerning Transportation Control in the Context of Preventing the Spread of COVID -19 (State Gazette of the Republic of Indonesia Year 2020 Number 361) is revoked and declared invalid.
“Not only that, in the previous PM 25/2020 it was not stipulated regarding the limitation of public transport capacity, but on PM 18/2020 which regulates public transport restrictions have been lifted. The technical guidance regulations in the circular apply to operators and are known to the public as controls or supervision for new normal operations in the realm of transportation in phase I, phase II, and phase III.
Meanwhile, in the Minister of Health Decree No. HK.01.07/MENKES/328/2020 does not recognize phase I – III, there is a period of implementation of the PSBB health protocol and a period of implementation of the health protocol after PSBB.
