TRANSPORTATION MINISTRY ENSURES READINESS FOR AVIATION SAFETY AUDITS

THE MINISTRY of Transportation has ensured Indonesia’s preparedness for the civil aviation safety audit by the International Civil Aviation Organization Universal Safety Oversight Audit Programme (ICAO USOAP) 2025.

“The ICAO USOAP audit is an audit activity conducted by ICAO on civil aviation safety aspects in all its member countries,” Director of Aviation Navigation, Directorate General of Air Transportation of the Ministry, Syamsu Rizal, stated when confirmed here on Thursday (05/8), 2025.

Rizal affirmed that to ensure Indonesia’s readiness for the aviation safety audit, the ministry’s Directorate General of Civil Aviation held a five-day ICAO USOAP audit workshop on May 5-9, 2025, in Jakarta.

He remarked that the workshop was held in collaboration with France’s Direction générale de l’aviation civile (DGAC) to prepare for the ICAO USOAP internal audit to improve the capacity of auditors and auditees within the ministry’s Directorate General of Civil Aviation.

“Experts from Bureau Veritas, an institution appointed by France’s Direction générale de l’aviation civile (DGAC), were present as speakers to provide assistance to Indonesia,” Rizal stated.

Rizal, representing the Acting Director General of Air Transportation of the Ministry of Transportation, Lukman F. Laisa, emphasized the importance of the activity in ensuring Indonesia’s readiness for the ICAO organization’s flight safety audit.

Internal audit, using protocol questions from the 2024 edition of the ICAO USOAP, is a proactive measure by the Directorate General of Civil Aviation to identify areas needing improvement and to strengthen the national aviation safety oversight system.

The workshop covered fundamental audit techniques and civil aviation safety oversight aspects, including implementing ICAO USOAP protocol questions.

It also covered planning and conducting efficient, effective audits, reporting and analyzing audit findings, identifying deficiencies within the ministry’s Directorate General of Civil Aviation, and formulating recommendations.

The appointed internal auditors come from various audit fields, including the Directorate General of Civil Aviation, the National Transportation Safety Committee (KNKT), the National Search and Rescue Agency (Basarnas), and the Meteorology, Climatology and Geophysics Agency (BMKG).

Additionally, the Aviation Health Center covered eight areas: Legislation (LEG), Organization (ORG), Personnel Licensing (PEL), Operations of Aircraft (OPS), Airworthiness of Aircraft (AIR), Aircraft Accident and Investigation (AIG), Air Navigation Services (ANS), and Aerodrome and Ground Aids (AGA).

“This workshop is expected to improve the competence of auditors, carry out internal audits effectively, and improve compliance with standards and practices in accordance with the rules set by ICAO,” Rizal concluded. [antaranews]
