MINISTRY of Transportation has issued Minister of Transportation Regulation (Permenhub) No. 25 of 2020 concerning Transportation Control During the Eid Fitr Season 1441 H in the framework of Preventing the Distribution of COVID-19.
According to Ministry of Transportation spokesman, Adita Irawati in Jakarta, Thursday (4/23) said the Permenhub was set on April 23, 2020 as a follow-up to the Government’s policy to ban homecoming this year in order to prevent the spread of Covid-19.
“The arrangement is in the form of a temporary ban on the use of transportation facilities for homecoming activities during Lebaran (Eid Fitr) transport period in 2020,” said Adita.
Adita also explained, this transportation arrangement, applies to land, sea, air and rail transportation, especially for private vehicles and public transport carrying passengers. For example: public transportation such as: buses, passenger cars, trains, planes, river, lake and crossing transportation, and ships. And private vehicles both cars and motorbikes.
However, there are some transports that are excluded from the ban such as, the Republic of Indonesia’s High Leadership Vehicle; operational template for official service vehicles, the Indonesian National Army and the Republic of Indonesia National Police; toll road officer operational vehicles; fire engines, ambulances and hearses; and freight/logistics cars with no passengers.
“For other transportation sectors such as air, sea, crossing and railways are also regulated in Permenhub related to the type of transportation that is exempted from being banned,” she noted.
Adita further revealed, the prohibition of transportation use applies to vehicles entering and leaving in areas such as: Large-scale social restrictions (PSBB), Red Zone of COVID-19 Distribution, and in agglomeration areas that have been established by PSBB, such as Jabodetabek.
“For supervision, in the land transportation sector will be built coordination posts or we call the check points whose locations are spread in a number of points. These posts will be coordinated by the Police Traffic Corps (Korlantas Pori),” Adita said.
The Permenhub also regulates the provision of sanctions in stages starting from giving warnings and persuasive reprimands to the imposition of fines for private vehicle users carrying passengers for the purpose of going home. With stages, on April 24 to May 7, 2020 will be given a warning and directed to return (turn around) to the origin of the trip and on May 7 to May 31, 2020 will be directed to turn around and subject to fines and other sanctions in accordance with the provisions applicable.
The ban will take effect on April 24 to 31 May 2020 for the land and crossing sectors, 24 April to 15 June 2020 for trains, 24 April-8 June for ships, and 24 April-1 June 2020 for air transportation.
“Regarding the ticket refund policy for passengers who have already purchased tickets on these dates, it has also been stipulated in Permenhub that the business entity or transportation operator must return the full ticket refund fee. Besides refunding tickets, also given the option to re-schedule, and re-route,” Adita concluded. [traveltext.id/photo special]
