THE MINISTRY of Transportation issued a new regulation regarding terms and conditions for air transportation travellers during the Christmas and New Year holidays. These regulations include limiting the movement of people who have not been fully vaccinated and mandatory PCR tests for passengers under 12 years of age and those who cannot undergo vaccination.
Circular Letter Number 111 of 2021 concerning Regulation of Community Mobility by Air Transportation during the Christmas Period of 2021 and New Year’s 2022 during the COVID-19 Pandemic is valid from 24 December 2021 to 2 January 2022.
The terms and conditions that apply to domestic travelers for all regions of Indonesia during the Christmas 2021 and New Year 2022 periods are as follows: (1). In the event that the traveler does not have the full dose of vaccine due to medical reasons or has not received the full dose of vaccine, his mobility is temporarily limited, (2). Domestic travelers are required to show a complete vaccine card (second dose of vaccination) and a negative rapid antigen test result whose sample is taken within a maximum of 1 x 24 hours before departure as a travel requirement.
(3). The provisions referred to are excluded for: (a). Travelers who do not receive the full dose of vaccine due to medical reasons and will travel by air transportation for medical/medical purposes. They are required to show negative RT-PCR results whose samples were taken within a maximum period of 3 x 24 hours before departure and a certificate from a government hospital doctor, (b). (4). Travelers under the age of 12 are required to show a negative RT-PCR result whose sample is taken within a maximum period of 3 x 24 hours before departure as a travel requirement and is excluded from the requirement for a vaccination card.
The circular also stipulates provisions for Air Transport Operators during the Christmas 2021 and New Year 2022 periods, including: (1). Not submitting an application for additional flight capacity during the Christmas 2021 and New Year 2022 periods, (2). Improve inspection and ensure the airworthiness of aircraft and aircraft personnel on duty,
While number (3). Increase awareness regarding the potential for extreme weather in the territory of Indonesia, (4). Carry out refunds of air transportation services (refund tickets) in accordance with the provisions of laws and regulations, (5). Carry out the handling of flight delays in accordance with the provisions of delay management.
Meanwhile, for Airport Operators during the Christmas 2021 and New Year 2022 periods, the Ministry of Transportation issues a number of provisions, such as: (1). Improving the consistency of security checks on passengers, people other than passengers, their luggage and cargo according to procedures by optimizing existing facilities and personnel, (2). Improve coordination with relevant stakeholders in the airport environment in order to anticipate the potential for extreme weather in the territory of Indonesia, (3). Adjusting airport operating hours in order to support air transportation control during the Christmas 2021 and New Year 2022 periods, (4). Arrange airport capacity (slot time) based on evaluation and coordination with all stakeholders for air transportation control.
For Aviation Navigation Operators during the Christmas 2021 and New Year 2022 periods, the Ministry of Transportation issues the following provisions: (1). Improve coordination with relevant stakeholders in the context of anticipating the potential for extreme weather in the territory of Indonesia, (2).
