THE OFFICES of Indonesia’s President and Vice President (VP) are planned to move to the State Capital or ibu kota negara (IKN) in Penajam Paser Utara, East Kalimantan before 2024. In addition, there are a number of ministries that will also move to the location at the earliest.
According to the Expert Staff of the Head of Bappenas for Leading Sector and Infrastructure, Velix Vernando Wanggai previously said, in the context of this very early stage, if the offices of the President and VP moved before 2024 then of course some of the ministries we call the triumvirate.
Velix mentioned, for example, the Ministry of Home Affairs, the Ministry of Foreign Affairs and the Ministry of Defense which are strategic public offices in the government. Then, several other ministries will be considered which will also move early.
This is adjusted to the need for state policy support that will exist. The next stage is the various other ministries that also provide essential support to the government. Meanwhile, the planned stages of relocating various ministries and institutions are contained in the Master Plan for the Transfer of IKN which will later be published together with the IKN Bill.
“There is the first stage which is placed until 2024. Then there is the second stage, namely after 2024 to 2029 in the new government,” added Velix.
As previously reported, the Presidential Letter (Surpres) and the draft Law on the National Capital City (RUU IKN) have been received by the DPR since September 29, 2021. In the draft containing 34 articles, one of the articles describes the special government for the State Capital (IKN). The rules are contained in Chapter I of the General Provisions of Article 1 paragraph (8).
“The Special Government of the State Capital, hereinafter referred to as the Special Government for IKN, is a government that is special in IKN which is regulated by this law,” reads article 1 paragraph (8) of the draft IKN bill. This draft was received from the Deputy Chairman of the Legislative Body of the DPR Achmad Baidowi.
In the next paragraph, namely paragraph (9), it is stated that there will be a government agency at the ministry level named the IKN Authority.
“The State Capital Authority, hereinafter referred to as the IKN Authority, is a government agency at the ministry level established to carry out the preparation, development, and relocation of the State Capital, as well as the implementation of the IKN Special Government,” reads Article 1 paragraph (9).
Velix also explained that one of the contents of the IKN Bill was related to the government. The new capital city will be led by a special regional head for IKN who doubles as the head of the IKN authority.
“The special regional government will be led by a special regional head for IKN who is also the head of the IKN authority assisted by a deputy head of a special area for IKN,” said Velix.
The head of the IKN authority will be appointed and appointed by the President directly, as is the case with the ministerial determination system. This means that there is no general election to elect IKN regional heads directly by IKN residents. The term of office of the head of the new capital’s authority is five years.
The authority of the regional government specifically for IKN covers all government affairs except for government affairs in the fields of foreign policy, defense and security, judiciary, monetary, national fiscal, and religion. [sources/photo special]
