PRESIDENT Joko Widodo stated that state expenditure in the 2023 State Budget Draft (RAPBN) is planned at IDR3,041.7 trillion.
“The big picture of the architecture of the 2023 RAPBN is as follows. State spending in the 2023 RAPBN is planned at IDR3,041.7 trillion, which includes central government spending of IDR2,230.0 trillion, and transfers to regions of IDR811.7 trillion,” said President Joko Widodo in his speech delivering the State Budget Bill for Fiscal Year 2023 and Financial Notes at the Plenary Meeting of the DPR RI for Session Year 2022-2023, at the MPR/DPR Building, Jakarta, Tuesday (8/16).
The President said that of the total RAPBN 2023, the health budget is planned to receive a portion of 5.6% of state spending or IDR169.8 trillion. The budget will be directed at continuing the handling of the pandemic, reforming the health system, accelerating stunting reduction, and continuing the National Health Insurance program.
President Joko Widodo emphasized that the acceleration of stunting reduction was carried out by expanding the coverage of all districts/cities in Indonesia by strengthening the synergy of various institutions.
In addition, the social protection budget is allocated in the amount of IDR479.1 trillion which will be used to help the poor and vulnerable people meet their basic needs. The social protection budget also aims to be able to cut the chain of poverty in the long term.
Joko Widodo stressed that there would be reforms in the social protection program by improving the beneficiary database through the development of the Socio-Economic Registration (Regsosek) data, the improvement of lifelong and adaptive social protection, targeted and targeted beneficiary-based subsidies, and acceleration of the elimination of extreme poverty.
The President also said that the government would invest in Indonesia’s human resources so as to allocate an education budget of IDR608.3 trillion.
“To increase the productivity and quality of human resources, an education budget of Rp. 608.3 trillion has been prepared. We must be able to take advantage of the demographic bonus and be ready to face technological disruption. We must prepare human resources that are productive, innovative, and globally competitive while still practicing the values Pancasila, have noble character, and maintain the cultural identity of the nation,” said the President.
Joko Widodo explained that efforts to improve the quality of Indonesia’s human resources emphasize five things, namely increasing access to education at all levels of education; improving the quality of infrastructure supporting educational activities, especially in the outermost, underdeveloped, and frontier (3T) areas. Furthermore, strengthening the link and match between the world of education and the job market; equal distribution of the quality of education in various regions of Indonesia; and strengthening the quality of Early Childhood Education (PAUD) services.
“The government is also committed to strengthening investment in education, among others by supporting the expansion of scholarship programs, advancing culture, strengthening world-class universities, and developing research and innovation,” he stated.
For the infrastructure development plan in the work program in 2023, IDR392.0 trillion is budgeted which is directed to support strengthening the provision of basic services; support increased productivity through connectivity and mobility infrastructure; provide energy and food infrastructure that is affordable, reliable, and takes into account environmental aspects; and equitable distribution of infrastructure and access to information and communication technology (ICT).
The President said infrastructure development would combine the budget with funding schemes outside the state budget to support the acceleration target. The APBN and non-APBN funding schemes will be carried out through synergies on the financing side of investment and expenditure of Ministries/Agencies as well as increasing the role of the private sector.
