THE HEAD of the State-Owned Enterprises Regulatory Agency (BP BUMN), Dony Oskaria, revealed that the scheme for resolving the Whoosh High-Speed Train issue has reached its final stage.
Dony made this statement after reporting the progress of the SOE restructuring to President Prabowo Subianto in a closed meeting attended by several ministers on Tuesday (04/7), 2026.
Dony stated that during the meeting, Prabowo specifically inquired about developments regarding Whoosh. According to Dony, the study on the high-speed train debt restructuring has been completed and will soon be signed.
“God willing, the Minister of Finance and I will meet with journalists next week or two weeks, and with the Minister of Finance, to convey the resolution of Whoosh, which is complete and final,” he said at the Presidential Palace Complex, Jakarta, Tuesday (04/7), 2026.
However, Dony was unwilling to disclose the Ministry of Finance’s involvement. Details regarding the settlement process will be officially announced with Finance Minister Purbaya Yudhi Sadewa.
Although details have not been disclosed, Dony confirmed that the settlement agreement is final and will be signed soon.
“Well, we will announce this later; it won’t be a surprise. The Minister of Finance and I will certainly be together later to inform the public about the settlement process. But what is certain for all of you, we will soon sign the settlement and finalize it,” he explained.
Regarding the discourse on transferring ownership to the Ministry of Finance, Dony confirmed that this will not change the operational side. He emphasized that PT Kereta Api Indonesia, or KAI, will retain operational control.
“Operational control will of course remain with KAI because that is the area where Kereta Api Indonesia is located,” Dony affirmed.
Dony previously spoke about the possibility of a takeover of Whoosh by the Ministry of Finance. He stated that this possibility is currently under discussion. The government is reviewing each option.
According to him, several schemes or options are being considered to resolve the Whoosh issue. He chose not to provide further details before a final decision was made to avoid public uproar.
“There are several schemes, of course. I’ll update them later, because if we don’t finalize them now, we’re afraid they’ll cause more commotion,” Dony concluded before the closed meeting. [IDN Times/photo special]
