THE CONDITIONS FOR INTERNATIONAL TRAVEL BY AIR TRANSPORTATION

THE Indonesia’s Directorate General of Civil Aviation at the Ministry of Transportation stipulates Circular Letter (CL) Number CL 47 of 2021 concerning Guidelines for the Implementation of International Travel by Air Transportation During the COVID-19 Pandemic Period which will take effect on July 6, 2021.

The Circular Letter was stipulated with the aim of preventing an increase in the transmission of Corona Virus Disease 2019 (COVID-19), including the new SARS-CoV-2 variant.

In his statement, Director General of Civil Aviation Novie Riyanto said international travelers with the status of Indonesian Citizens from abroad were allowed to enter Indonesia while still following the strict health protocols set by the government.

“As for Foreign Citizens who can enter Indonesia, only foreigners who have met the criteria of the legislation and met the health requirements,” he said.

He explained that international travellers, both Indonesian citizens and foreigners who meet the criteria, must show negative RT-PCR from the country of origin, whose samples were taken within a maximum period of 3×24 hours before departure and show the card/certificate has received a complete dose of COVID-19 vaccine, both physically or digital.

“For Indonesian citizens who have not received the vaccine abroad, upon arrival in Indonesia, vaccination will be carried out at the quarantine area, after the second RT-PCR examination with negative results,” said Novie Riyanto.

Novie explained that foreigners who hold diplomatic visas and service visas related to official state visits of foreign officials at ministerial level and above and foreigners who enter Indonesia with the Travel Corridor Arrangement scheme are not required to show the card has received a complete dose of vaccine but still implement strict health protocols.

“For foreigners who are already in Indonesia and will be traveling domestically between airports on Java Island, and flights from or to airports on Java Island and Bali Island, they are required to show a complete dose of vaccine card, while international travel abroad is not required,” he stated.

Furthermore, upon arrival there will be a RT-PCR retest for international travelers and are required to undergo a centralized quarantine for 8 x 24 hours, with the provisions stipulated in Circular Letter 47 of 2021.

Meanwhile, the regulation on aircraft personnel from international flights applies provisions, for foreign civil aircraft personnel must show a complete dose of COVID-19 vaccine card (except for personnel who make transit flights and do not get out of the plane), showing a negative RT-PCR result in the country of origin of a maximum of 7 x 24 hours before departure, is permitted to get off the aircraft and wait or stay overnight (according to the needs of the transit time) in an area or special facility provided by the aircraft operator, but is not allowed to exit with the full supervision and responsibility of the aircraft operator, accompanied by the Aviation Security Inspector.

For Indonesian civil aircraft personnel, showing a complete dose of COVID-19 vaccine card, following the provisions of the destination country, and upon arrival in Indonesia the RT-PCR test, if it shows a negative result, can carry out the task again and if it is positive, then treatment at the hospital provided by the Government (except for aircraft personnel on flights that do not perform Remain Over Night (RON) and do not leave the aircraft in the destination country, no RT-PCR test is required upon arrival in Indonesia).

“Circular Letter (CL) 47 of 2021 is a follow-up to the Addendum to Circular Letter of the Chair of the COVID-19 Task Force Number 8 of 2021 concerning International Travel Health Protocols During the COVID-19 Pandemic. SE 47 of 2021 is the latest rule regarding requirements that must be met by international travelers who revoke the previous rule, namely CL 21 of 2021,” he concluded. [antaranews]
