CLOSURE OF RUSSIAN VILLAGE TO ENFORCE THE LAW ON FOREIGNERS IGNORE RULES

THE MINISTRY of Tourism stated that the closure of Russian Village in Bali is a firm form of the government to enforce the law on foreign nationals (WNA) who ignore Indonesian regulations.

“We continue to coordinate with the local government to facilitate the control of Russian Village in Bali. This is also a special concern because, after all, Bali is one of the main gateways for foreign tourists to Indonesia,” said the Deputy for Tourism and Infrastructure Development of the Ministry of Tourism, Hariyanto, in Jakarta, Friday (01/31), 2025.

Responding to the follow-up on the closure of Russian Village in Bali, Hariyanto said that previously the area known as “Russian Village” on Jalan Sriwedari, Tegallalang, Ubud, Gianyar Regency, Bali received many negative reactions from local residents.

This is proven by the findings of the local government, which concluded that there was an alleged criminal act of conversion of protected agricultural and rice fields. Therefore, it must be dealt with in accordance with the laws of Indonesia.

The building is considered to be in violation of Article 19 paragraph 3 of Gianyar Regional Regulation No. 15 of 2015 on Public Order and Public Tranquility, as well as Gianyar Regional Regulation No. 2 of 2022 on the Implementation of Risk-Based Licensing.

As a follow-up to these findings, the Ministry of Tourism is coordinating with the local government to facilitate the regulation of Kampung Rusia in Bali.

“This is also of special concern because Bali is one of the main gateways for foreign tourists to Indonesia,” Hariyanto said.

According to him, the case is currently being handled by the relevant parties, namely the Directorate General of Criminal Investigation of the Bali Police.

“We all hope that such an incident will not happen again in the future because Bali is already known as a safe tourist destination and has received world awards such as the second best tourist destination in the world in 2025 from TripAdvisor, the best island in 2024 from DestinAsian magazine, and others,” he said.

As a tourist destination that attracts the most foreign tourists along with Jakarta and the Riau Islands, he said that Bali’s tourism security must be further tightened to achieve the goal of realizing quality tourism.

“This case must not happen again in the future and law enforcement must be enforced. We have to move in that direction because we are moving towards quality tourism, we have to make sure that the tourists who come are also responsible,” he said.

Previously, on Monday (20/1) yesterday, the Gianyar Regency Government through civil service police unit (Satpol PP) closed and dismantled Parq Ubud, which is an apartment equipped with workspace, restaurant, cafe, and other facilities.

The Directorate of Special Criminal Investigation (Ditreskrimsus) of the Bali Regional Police has also named the director of PT Parq Ubud Partners with the initials AF (53) as a suspect in a case of alleged criminal acts of changing the function of sustainable agricultural land and protected rice fields in Ubud, Bali on Friday (01/24).
