THE INDONESIA’S Minister of Tourism and Creative Economy, Sandiaga Uno, appreciated the collaboration between the Central Statistics Agency (BPS) and the Ministry of Tourism and Creative Economy in calculating visits from foreign tourists and domestic tourists.
“We hope that the accurate calculation of tourism indicators by BPS can produce policies that are right on target, right on benefits and on time. So, it can have a big impact on the progress of tourism and Indonesia’s creative economy,” he said.
He explained that we hope that the future will bring more accurate, careful calculations that we can use carefully to formulate policies, so that the movement of our foreign tourists can be right on target, right on benefits and on time. And it can bring Indonesia to improve in terms of achieving the movement of domestic tourists globally.
The tourist calculations carried out by BPS refer to the 2008 International Recommendations for Tourism Statistics (IRTS) issued by the United Nation World Tourism Organization (UNWTO).
There are 2 categories of tourist definition, namely tourist (>24 hours) and excursionist (<24 hours). In every official publication, BPS always uses the term International Visitor Arrivals Statistics, to translate Foreign Tourist Visit Statistics with coverage consisting of those who visit for less than and for more than 24 hours.
In collecting data on foreign tourists, BPS not only counts the number of visits, but also calculates the length of stay and the amount spent while in Indonesia.
When compared with several countries in counting tourists, there are still countries that count crew as tourists, such as China and Korea, even Albania and Bosnia count transit passengers as tourists, while Indonesia does not count crew and transit passengers as tourists.
Sandiana added that the calculation of the number of foreign tourists is still based on immigration arrival data and country of nationality. For foreign tourists there will be no changes because we calculate it based on immigration arrival data and country of nationality, and this will not change.
Furthermore, Minister Sandiaga explained the calculation of achieving the target of 1.2 billion-1.4 billion movements of domestic tourists (wisnus) in 2023.
“There is an anomaly for domestic tourists between the calculated target of 1.2 billion and 1.4 billion, the calculation method, and the calculation method based on mobile positioning data carried out by BPS-Kemenparekraf together with cellular operator service providers so that the figure of 600 million is not apple to apple. with 1.2 billion and 1.4 billion. “Therefore, it is impossible for us to discuss this with the consultant because if we look at it with the naked eye, the movement of foreign tourists is already very high,” he remarked.
It is hoped, he continued, that in the next 1 to 3 months there will be data synchronization in calculating the number of tourists. So, our hope is that in the next 1-2-3 months this data will be synchronized, and of course later whether the 1.2 billion and 1.4 billion follow international references, there will be adjustments or calculation targets via mobile positioning data that will have to be adjusted, we will report, but we believe that the entire tourism sector feels that the target for tourists has been exceeded.
