IN THE midst of the COVID-19 pandemic situation, the central government has given permission to carry out large-scale activities such as wedding receptions, parties, festivals, conferences, to music concerts. The decision was conveyed by the Minister of Communications and Information Technology, Johnny G. Plate through a press release a few days ago.
“Considering the need for us to accommodate community activities to remain productive but also safe from COVID-19. With this, the government gives permission to hold large-scale events and meetings, as long as they comply with the established organizing guidelines,” said Johnny through a press release.
In response, the Ministry of Tourism and Creative Economy welcomed the government’s decision to hold large-scale events such as music concerts. Ari Juliano Gema, Expert Staff for Bureaucratic and Regulatory Reform, said that the government made the decision to accelerate economic recovery, particularly in the tourism and creative economy sectors.
“The government has indeed started to open various economic activities, including music events or entertainment stages. However, all of these activities will be carried out with various technicalities in it,” said Ari while attending the Weekly Press Briefing with Minister Sandiaga Uno recently.
Ari explained that the government has prepared various technical guidelines so that large-scale activities can be carried out immediately. Regions that have a low status or level related to the spread of COVID-19 will be prioritized to hold the large-scale event.
“So, all of this is determined based on the level of each region. Areas with low levels of COVID-19 spread have been allowed by the central government to hold music and other events,” he said.
After that, further provisions or regulations related to the permit will be submitted directly to each local government. According to him, the central government is only a regulator that issues policies in general, but the final decision is still in the hands of local governments.
“However, every event such as music concerts and others are a policy of the local government. So, even if the area already has a low level, the final decision remains with the regional government. Not all low levels are equally enforceable and not all have to be disclosed,” he noted.
According to him, when this rule has been delegated to the local government, the law enforcement will be carried out by local officials. Therefore, every local government has an obligation to socialize the regulations related to organizing large-scale events.
In this case, the central government will also help disseminate regulations from each region to the public. This is done in order to form an understanding between the government, business players, and also the surrounding community.
“We will help the regional government to socialize regarding how the regional provisions are related to this rule. The goal is to let the tourism industry players who are also under our guidance know what things they can do.
