INDONESIAN Ministry of Tourism Spokesperson Nia Niscaya stated that the “Tourism Safety Enhancement” program focuses on creating a tourism ecosystem that is safe, sustainable, and globally competitive.
“The Ministry of Tourism has designated the Tourism Safety Enhancement program as one of its five flagship programs for 2026,” Nia said in Jakarta on Friday (9/18), 2026.
Nia explained that realizing a safe and sustainable tourism ecosystem involves upskilling and reskilling activities for tour guides to enhance preparedness for conducting extreme tourism activities.
To this end, the Ministry of Tourism is organizing various activities, such as competency-based training and certification for tour guides, tourist education, the development of safety guidelines and modules for business operators, the mapping of disaster-prone destinations, and the adjustment of regulations regarding “live-on-board” tourism.
The Ministry of Tourism is also strengthening destination governance by addressing issues related to the “3As” (Attractions, Amenities, and Accessibility) and raising safety standards at tourism destinations in collaboration with relevant agencies, local governments, tourism operators, and stakeholders.
To further reinforce these efforts, she noted that in 2025, the Ministry of Tourism—through the Deputy for Destination and Infrastructure Development—issued Technical Guidelines Number JUKNIS/2/HK.01.04/D.2/2025 regarding Risk Management Implementation in Tourism Destinations.
These technical guidelines serve as a reference for destination managers to systematically conduct hazard identification, risk assessment, mitigation, monitoring, and reporting. “Thus, efforts to enhance tourism safety are directed not only at managing incidents when they occur but also at proactive prevention through risk mapping, human resource readiness, safety facilities, emergency procedures, and periodic evaluations of the ‘3As’—Attractions, Amenities, and Accessibility,” Nia concluded.
Previously, Minister of Tourism Widiyanti Putri Wardhana explained that the tourism safety enhancement program aims to strengthen the preparedness of tourism stakeholders, particularly regarding high-risk or extreme tourism activities.
These efforts are being implemented through competency-based training and certification for tour guides to improve their capabilities in preventing and initially managing emergency situations.
Other flagship programs being executed by the Ministry of Tourism this year include the development of tourism villages, quality tourism, ‘Event by Indonesia,’ and ‘Tourism 5.0’—the latter of which will focus in 2026 on strengthening digitalization, specifically regarding event organizing permits.
