MINISTER of Transportation, Dudy Purwagandhi stated that the government has not yet received an application for an operating permit from Indonesia Airlines.
Indonesia Airlines is a Singapore-based airline that plans to be based at Soekarno-Hatta International Airport.
“So far we have not received an official application for an operating permit or whatever it is called from Indonesia Airlines,” Dudy said during a meeting at the Ministry of State-Owned Enterprises on Friday (03/14), 2025.
Dudy also stressed that the airline does not yet have the necessary certificates to operate, including the Scheduled Commercial Air Transport Standard Certificate and the Air Operator Certificate (AOC). “Not yet, not yet,” he said.
This statement is in line with the statement made by the Acting Head of the International Cooperation, Public Relations and General Affairs Department of the Directorate General of Civil Aviation, Mokhammad Khusnu, in an official statement on Monday (03/10), 2025.
“The Directorate General of Air Transport of the Ministry of Transportation has not received any application for permission or request related to the establishment and operation of the commercial scheduled air carrier,” he said.
According to the Ministry of Transportation Regulation No. PM 35 of 2021 on the Implementation of Air Transportation, any business entity wishing to conduct scheduled commercial air transportation activities in Indonesia must meet the established requirements.
One of the main requirements is the possession of an Air Operator Certificate (AOC) as stipulated in PM 33 of 2022 concerning Civil Aviation Safety Regulations Part 119.
The certificate can only be issued by the Directorate General of Air Transportation after the airline has met all administrative, technical and operational requirements.
